The Centro de Exportaci�n e Inversi�n de la Rep�blica Dominicana (Export and Investment Center of the Dominican Republic, CEI-RD) is an agency dedicated to promoting the export of Dominican goods and promoting foreign investment in the Dominican Republic. The agency was created in 2003, and I believe there is some connection to the Dominican government (based on the agency's URL), though I'm not sure exactly where CEI-RD fits into the overall governmental structure.

The CEI-RD's "connection" with the government, as you say, is because it is a decentralized government agency.
Its existence is the merger of the Centro Dominicano de Promoci�n de Exportaci�n (CEDOPEX, Dominican Center for Export Promotion) and Oficina de Promoci�n de Inversiones de la Rep�blica Dominicana (OPI-RD, Office for the Promotion of Investmet of the Dominican Republic) by Law 98 of June 17, 2003.
