It is a typical Portuguese communal flag with the coat of arms centred on a plain yellow field.

Shield Gules an estoile Or flanked by two olive branches Argent fructed Or palewise, issuant from base a mound Argent.
Mural crown Argent with three visible towers (village rank) and white scroll reading
in black upper case serifed letters "PÓVOA DO CONCELHO".
Meaning:
The mountain and star on the arms seem to stand for Serra da Estrela (Star Mountains), which lay mostly to the Southwest.
It might be an attribute of Our Lady of Grace, the local patron saint, as well.
The olive branches stand very likely for local olive growing and olive oil making.

Póvoa do Concelho is one of the 15 communes of Trancoso Municipality created by the merger during the 2013 changes. It had 248 inhabitants in 2021 and covers 10,84 km².
