Loktevskiy Rayon has no official symbols, as far as I know.
The rayon
has 1 Town Council (Town of Gornyak) and 17 Village Councils: Aleksandrovskiy,
Vtorokamenskiy, Georgievskiy, Gilevskiy, Ermoshikhinskiy, Zolotukhinskiy,
Kirovskiy, Loktevskiy, Masal'skiy, Nikolaevskiy, Novenskiy, Novomikhaylovskiy,
Pokrovskiy, Removskiy, Samarskiy, Uspenskiy, and Ust'yanskiy village council.
Town of Gornyak has an emblem, but no flag, and none of the
village councils have official symbols, as far as I know.

The Urban Settlement Town of Gornyak is part and administrative seat of Loktevskiy County in Altayskiy Territory. Most probably unofficial flag, made presentation in some sport games. Image is based on a photo.
The flag is a white cloth with blue application of a town emblem on it.
