An oval seal half the length of the flag is centered in the upper two-thirds of a red field, under which runs a band with multi-colored geometric �parfleche� designs. The seal�s central oval is orange, bearing three horses running to the left, spotted, black, and white. Surrounding the center is �CONFEDERATED TRIBES OF THE� above and UMATILLA INDIAN RESERVATION� below, in black Curving above the seal is �CAYUSE � WALLA WALLA � UMATILLA; below is �Treaty of 1855″, in black. In the upper hoist and fly corners are sets of four black upside-down �U�s in a 2�2 pattern.
The reservation is home to three distinct tribes: the Cayuse, Walla Walla, and Umatilla�represented in text and by the three horses and three parfleche emblems. Horses form a strong part of the tribes� culture�the casino is called �Wildhorse�. The treaty signed 9 June 1855 between representatives of the United States and of the three tribes established the Umatilla Indian Reservation�the tribes ceded much of their land but �reserved� territory on which to remain.
