00:04a convergence of global minds and national mission to explore the responsible,
00:09scalable, and ethical future of artificial intelligence.
00:13I request the Honorable Minister of State for Communication, Dr. Pemisani Chandrasekhar,
00:17to kindly inaugurate the International AI Summit.

00:41Ladies and gentlemen, it is my honor now to invite Dr. Pemisani Chandrasekhar,
00:48Honorable Minister of State for Communication, for the keynote address.
01:00Dr. Pemisani Chandrasekhar, Honorable Dignitaries, Distinguished Colleagues, Friends, and Partners.
01:15Good afternoon.
01:19As Mittalji has said, we stand at a turning point in human history.
01:25Artificial intelligence is just not another technology.
01:30It is a transformative force that will reshape how we live,
01:38how we work, and how we progress as a civilization.
01:43With great power comes great responsibility.
01:49Innovation without ethics is dangerous.
01:53Innovation without purpose is divisive.
01:55The question before us is not whether AI will transform our world.
02:04It will.
02:06The real question is,
02:07will we guide this transformation toward justice,
02:11opportunity,
02:13and shared prosperity?
02:14India,
02:17India, under the visionary leadership of our Honorable Prime Minister,
02:21has already shown the world what innovation for good looks like.
02:26Aadhaar gave a billion people digital identity
02:29and access to welfare with dignity.
02:32U.P.I. transformed digital payments into a public good,
02:38real-time, low-cost, and universal.
02:42ONDC is democratizing e-commerce,
02:46ensuring it is not monopolized.
02:49In disaster management,
02:51AI saved almost half million lives
02:53during 2024 floods in Kerala.
02:56The Department of Telecom,
02:59yesterday you might have seen,
03:01we have worked on a digital intelligent platform,
03:04fighting with fraud,
03:06with AI,
03:07financial fraud risk indicator,
03:10saved 140 crore within three months,
03:14and blocked 4.8 million fraudulent transactions.
03:17So, these examples prove that India
03:20doesn't innovate for technology's sake.
03:23India innovates to transform lives.
03:27India's private sector is also contributing significantly
03:30to uplift millions of people with AI.
03:33If you look at it,
03:34in healthcare,
03:36Niramai's thermal breast cancer screening tool,
03:39typically a breast cancer screening tool requires radiation,
03:42but this technology,
03:44through pattern recognition,
03:45was able to screen 100,000 people
03:48in a mass scale
03:49with 92% accuracy,
03:52without any radiation exposure.
03:56AI is also helping to discover
03:59at least 30% of new drugs,
04:01especially the drugs
04:03for rare diseases,
04:06complex diseases,
04:07that have no cure
04:09until recently.
04:11And it is supposed to reduce
04:13the cost of pharmaceutical drug discovery
04:15by 50%.
04:16In agriculture,
04:19precision farming
04:20is providing 15 to 20%
04:22higher crop yields,
04:24while saving 30% water.
04:27In education,
04:28where I have a lot of experience,
04:31outcomes have improved 25%
04:33in rural schools
04:34through personalized education.
04:35but we must also be
04:38conscious of the dangers
04:41that is associated with the AI.
04:44Deepfakes are undermining democracy.
04:47Over 50 deepfake videos
04:49during the 2024 elections
04:52spread misinformation,
04:54threatening the very foundation
04:55of our informed choice.
04:57algorithms
04:58are creating bias
05:02and deepening inequality.
05:05AI hiring tools
05:06rejected 40% more women
05:09in IT jobs.
05:11Some of them is related
05:13to maternity issues
05:14and other.
05:15Lending algorithms
05:16denied rural applicants
05:18unfairly.
05:20Technology meant to be neutral
05:22became a mirror
05:23of our own predecessors.
05:27Automation threatens livelihoods
05:28as well.
05:30By 2030,
05:3215 to 30% of jobs
05:33in IT and manufacture
05:34faced displacement.
05:37States like Karnataka
05:38could see massive unemployment
05:40without intervention.
05:42Privacy violations are real.
05:45Facial recognition systems
05:46misidentified minorities
05:49up to 80% in some studies.
05:52The line between security
05:54and intrusion
05:55has blurred.
05:57Opaque systems
05:58also cause harm.
06:00In UP hospitals,
06:02AI misdiagnosed
06:0320% of tuberculosis cases
06:06delaying an appropriate treatment.
06:10A stark reminder
06:10that these black box
06:13invisible algorithms
06:15in critical sectors
06:16can be deadly.
06:19Every organization,
06:21individual
06:21must be aware
06:23of these risks
06:24and work
06:24for an effective solutions.
06:27For example,
06:28there are frameworks
06:29that we can accomplish
06:30combating bias.
06:33We must mandate
06:34fairness audits
06:36and utilize
06:37diverse data sets.
06:40Second,
06:41we should anticipate
06:42the job loss
06:44and protect these jobs
06:45with reskilling.
06:46Third,
06:48safeguard privacy.
06:49Putting strong
06:50data protection laws
06:51and federated learning
06:53will ensure innovation
06:55doesn't come
06:56at the cost
06:56of our fundamental rights.
06:58Fourth,
06:59demand transparency.
07:01In healthcare,
07:02finance,
07:03and justice,
07:04we must require
07:05explainable
07:07artificial intelligence.
07:09No algorithm
07:09should make
07:10life-changing decisions
07:12without accountability.
07:14Fifth,
07:14lead with ethics.
07:15We will strengthen
07:17our AI governance,
07:19aligning with global
07:20standards
07:21while staying
07:22true to Indian values,
07:24building a framework
07:25that other nations
07:26can follow.
07:28And if you look at
07:29our India AI mission,
07:32with a budgeted
07:33outlay of 10,000 crores,
07:35we'll create
07:35a national
07:36AI compute
07:38infrastructure
07:38that is accessible
07:40to researchers,
07:41startups,
07:42and enterprises.
07:44And develop
07:45indigenous
07:45foundation models
07:47that reflect
07:48India's languages,
07:49diversity,
07:50and values.
07:51Provide high-quality,
07:53anonymized data sets
07:55while protecting
07:56privacy.
07:57Skill millions of youth
08:00through
08:00India
08:01AI future skills.
08:02and then fund
08:04and mentor
08:04AI startups.
08:06Above all,
08:07it will promote
08:08AI that is
08:09fair,
08:10explainable,
08:11transparent,
08:12and inclusive.
08:14And the 6G networks
08:16that are going to come
08:17in telecom
08:17will have
08:19AI embedded
08:20into them.
08:21They will be
08:22autonomous,
08:23self-healing,
08:23sustainable,
08:24and built
08:26with standards
08:26that all nations
08:28have some
08:30say to in it.
08:31Finally,
08:32I wanted to say
08:33the responsibility
08:34to innovate
08:35and transform
08:36doesn't rest
08:37with the government
08:37alone.
08:39To academia,
08:41industry,
08:42startups,
08:43and international
08:44partners,
08:45you are the
08:46foundation,
08:47you are the
08:47bridge,
08:48you are the
08:49spark,
08:49and the
08:50collective force
08:50to push
08:52boundaries
08:53responsibly,
08:55deploy with
08:56purpose,
08:57and disrupt
08:59with values.
