We foster cooperation among electricity transmission system operators in Europe

About us

ENTSO-E, the European Network of Transmission System Operators, represents 40 electricity transmission system operators (TSOs) from 36 countries across Europe, thus extending beyond EU borders. ENTSO-E was established and given legal mandates by the EU’s Third Package for the Internal Energy Market in 2009, which aims at further liberalising the gas and electricity markets in the EU. Due to unbundling and the liberalisation of the energy market, the transmission system has become the meeting place in which the various players interact. ENTSO-E members share the objective of completing and ensuring the optimal functioning of the internal energy market. They also support the ambitious European energy and climate agenda. Through deliverables such as long-term network development plans (TYNDPs), pan-European network codes, coordination of research and development plans, EU-wide system adequacy, etc, ENTSO-E is contributing to building one of the world’s largest integrated electricity market, the benefits of which will not only be felt by all those in the energy sector, but also by Europe’s overall economy, today and into the future.

On 22 January, ENTSO-E was pleased to contribute to the Franco-German Energy Forum, marking Franco-German Day and the 20th anniversary of the Franco-German Office for the Energy Transition (DFBEW / OFATE).   In his keynote, Damian Cortinas, Chair of the ENTSO-E Board, highlighted why Europe’s transmission grids are central to the security and competitiveness of Europe. 🔹 Investing in the Transmission Grid has a net economic positive return for society, by lowering total cost of energy and decreasing the need for renewables curtailment. 🔹 Coordinated planning between the national and European levels is essential to anticipate system needs, integrate new generation and demand and strengthen system security. The current planning framework works - no major project is hindered by inadequate European planning. 🔹 The main challenges to deliver the networks Europe needs are permitting, financing and supply chains. The Grids Package’s focus on electricity infrastructure is welcome. It presents an opportunity to streamline and simplify the existing permitting framework and to improve regional cooperation between states, regulators and TSOs. However, it fails to address the other real implementation barriers: financing and supply chains. In addition, a prolonged institutional struggle between the Commission and Member States over planning governance is counterproductive in an area of shared competency where cooperation is the key to success. As Europe faces geopolitical uncertainty and growing system complexity, timely grid investment is a prerequisite for a secure, affordable and sustainable energy future. #ENTSOE #EnergyTransition #ElectricityGrids #PowerGrid #EnergySecurity #EUEnergy #EuropeanEnergy #EUInfrastructure #EnergyPolicy #GridsPackage #FrancoGermanCooperation #FrancoGermanEnergyForum

⚡ As Europe’s energy system evolves, so should the grid connection rules. To support the Clean Industrial Deal and the large-scale integration of new technologies, updating technical connection requirements is becoming increasingly important for maintaining EU power system stability 🇪🇺 🔌 Why does this matter?  Outdated or incomplete rules can leave key technologies, storage, EVs, heat pumps, power-to-gas, data centres, grid-forming converters, outside the current framework, increasing operational and cross-border risks. 🏗️ What’s changing?  The EU is preparing amendments to the Connection Network Codes (CNC 2.0) to make the grid more robust and future-proof. Timely adoption will help avoid costly retrofits and enable smooth, large-scale integration of new assets. 📌 ENTSO-E recommends acting now:  • Update national connection requirements based on the latest technical discussions • Use a minimum set of common connection requirements for data centres as a basis for national implementation and stakeholder engagement   👉 Early action supports system stability, investment certainty, and Europe’s green transition. An important milestone for regional cooperation and market integration has been reached. The All TSOs’* proposal for the amendment of the methodology determining the configuration of Europe’s capacity calculation regions (CCRs) is now approved.    This reflects the culmination of intense negotiations and consensus-building among the Energy Community TSOs and their European Union neighbours, facilitated by ENTSO-E over several years.      The amended CCR configuration will contribute to the optimisation of coordinated capacity calculation in the single largest CCR on the European continent by extending the scope of the Central Europe CCR into the intraday market timeframe.     The amended CCR configuration will also enable stronger integration of the power systems of Ukraine and Moldova with their EU neighbours, as well as linking the West Balkan TSOs with already organised electricity market areas of Central and South-East Europe.      *All TSOs' refers to the collective group of all national electricity Transmission System Operators (TSOs) across the EU, who are to work together to develop harmonised, EU‑wide rules, methodologies and procedures for managing cross‑border capacity and congestion in the electricity grid. ENTSO-E is hosting this required cooperation between TSOs.

⚡Europe reshapes capacity calculation regions to improve cross-border power flows In July 2025, #electricity transmission system operators (#TSOs) submitted to ACER their proposal to amend how #CapacityCalculation regions (CCRs) are defined across #Europe. ✔️ With its Decision 10-2025, ACER has approved the proposed amendments. What are capacity calculation regions? ❓Think about geographic areas across #Europe where neighbouring TSOs work together to determine how much electricity can safely flow across borders while ensuring #SecurityOfSupply. Why it matters? 💡Well-defined CCRs benefit #European consumers and producers by making #ElectricitySupply more reliable and supporting #CrossBorder trade. What did ACER decide? 🔎 After consulting with stakeholders, ACER has approved the TSOs’ proposal to: 👉 Merge two existing CCRs (Core and Italy North) into the Central Europe CCR, now also covering key regional processes like intraday coordination and congestion management. 👉 Expand the existing South-East Europe CCR and establish three new CCRs to include Energy Community countries.
