Your proposed enhancement

After clicking the button no change in the UI is displayed. Exports are long running tasks which can take up to >5 seconds. As a user I would expect some kind of feedback (e.g. a loading spinner).

Enhancement Impact

Preventing simultaneous exports prevents DDoS'ing our API and gives the user better feedback on the export state. Otherwise users will click multiple times on the export button since they don't see any change in the UI and wonder if the click did successfully trigger something or not.
