Issue description

If you try to deselect modules when importing a 2.x project to a new 3.8.6 project the import button will disable and even if you select the buttons again it the import button will stay disable.

• Import Cocos Creator 2.x project
• Uncheck a module -> import button will disable
• Check the module again -> import button will stay disable (bug)
