Summary

Releases can't be found if the repo is private

Steps to Reproduce

1. Create a private GitHub repo
2. Set up a basic valid addon
3. Use a release publish workflow action to invoke wow-build-tools
4. Publish initial release
5. Notice error

Expected Behavior

This should still work if the repo is private

Actual Behavior

A 404 error is thrown (but handled) which then causes wbt to try to create a release with the same name, which then errors .
