Expected behavior

In Atlas 2.8.1, when in a concept page's related concepts or hierarchy tabs, the Add to New Concept Set button should be inactive if no checkboxes are checked on that page.

Actual behavior

The button is active, and users hit it, expecting something to have been added (the brief pop-up says so), but in reality, nothing has happened to the active concept set.

Steps to reproduce behavior

Go to a concept page, like http://atlas-demo.ohdsi.org/#/concept/35200783, and then go to the related concepts or hierarchy tabs. Don't select any checkboxes, but you'll see the button is active and clickable.
