Many people who use Carthage do so just as a more convenient, semantically versioned interface to submodules—they don't care about builds and they don't want subtree checkouts.

We could generalize this functionality beyond Cocoa. I personally would use it for C and C++ based projects (for example, Arbiter's own bindings).
