Describe the bug
A custom panel, set to show a few directories as tabs is adding a new bogus top-level directory tab each and every time I create a new directory.
To Reproduce
Steps to reproduce the behavior:
- In Collections, create a directory [A]
- Now, inside that directory create two subdirectories [B] and [C]
- Next, inside [B] create two subdirectories [B1] and [B2]
- Now switch back to Home and create a new panel [P]
- In [P]'s settings choose [B1] and [B2] as directories to show as tabs in this panel
- All working correctly
- Now go back to Collections and go inside [A], then inside [C] and create a subdirectory [C1]
- Go back to home, to [P], and all of a sudden you have one more tab linking to [A] that you never created. If, in step 7 you created, for example, three new directories, then you would get three new [A] tabs in your panel. Going to panel settings and removing any of [A] assignments would remove all [A] assignments.
Expected behavior
A panel should keep steady configuration no matter which subdirectories I am adding.

Additional context
This bug could actually be a useful feature if handled properly: if a new subdirectory is created that is an actual SIBLING of the directory associated with a panel, then, in that panel automatically add an association to offer this new directory as a tab in that panel. But only in that case and only that directory.
As it is now: adding a root directory association every time there is an unrelated subdirectory created - is just annoying.
