Detailed Description: The SL Chat Bot lets you export command groups as .acomg files. They're plain-text and I think they'd be easy to import into Phantom.

Here's a sample of a basic exported command group - looks like it's just JSON (I think?):

There may be some additional fields in there that I don't have in mine. I know, for example, you can have commands link to sound files that you've embedded into the SL Chatbot App.
