Links in manifest sometimes don't contain the list of items #196
Description
First reported by Ciena/UvA team in RENCI-NRIG/exogeni#200.
It appears some links in a manifest (intra-domain; inter-domain needs to be thoroughly tested) despite being declared LinkConnection and NetworkConnection, do not contain the list of items (which in case of point-to-point links usually consists of the two nodes incident on the link). Also hasn't been observed for broadcast connections.
Example manifests attached (same slice different phases of readiness). Simpler case is needed. A single dumbbell did not exhibit this behavior.
