With py 3.9 nearing end of life all min versions should be bumped to >=3.10. This includes in CI workflows, where there were some issues (hopeful maintenance updates resolved).

In the past newer versions (3.12) had issues, worth testing and trying to bring max version up at the same time as only two could be restrictive on dependencies.
