So in cascode-labs#1 @curtisma made the point that Python 3.7 is EoL whereas Python 3.13 is now stable. Particularly since it appears that we'll have to do some fenagling to get the protobuf libraries just so only in Python 3.7.

So, time to drop Python 3.7 support and move on to Python 3.13?
