Foreign api get_blocks doesn’t return genesis block

**Describe the bug**
`get_blocks` with starting height 0 doesn’t return genesis block. 

**To Reproduce**
Steps to reproduce the behavior:
1. Call `get_blocks(0, 10, 1, true)` returns block with height 1 instead of 0.

Since `get_block(height=0)` returns genesis block it would be better if `get_blocks` would also return it.
