The amount of email notifications contributor received related to SUMO Bot's activities on archived articles is overwhelming #2711

Description

@kelimuttu

Briefly describe the Initiative.
The localization contributors are feeling frustrated over the amount of email notification they received related to SUMO Bot's activities on archived articles.

To make matters worse, they receives 2 set of notifications.

  1. A notification that encourage them to review the revision
  2. A notification that notify them that the revision has been approved (since MT revisions on archived articles are automatically approved).

The community want us to have a less intrusive way to communicate this updates. Main concern being that the amount of unecessary notifications may make the contributor to lose sight of other important notifications for current articles that need to be updated or translated.
