T-MATS: HeatExchanger_Eff Library Block
This block simulates the performance of a heat exchanger using effectiveness-NTU method based on heat transfer efffectiveness, E.

0 - iDes Enabled, Calculate heat exchanger input effectiveness based on design variable
When iDesign is set to 0, E_M from the General tab will not be used.
Delta energy calculated will be saved in the specified file (FVar_M).
1 - Heat Exchanger effectiveness will be overwritten (mask Initialization) with
values from a specified file (FVar_M).
When iDesign is set to 1, E_M from the General tab and the Design values
from the iDesign tab will not be used.
2 - Effectiveness from the General tab will be used in the module.
When iDesign is set to 2, E_M from the General tab will be used; Design values
and file definitions from the iDesign tab will not be used.
