Implement a CSS framework to allow for faster development of UI interfaces and to allow for a consistent style and layout.

Additionally, this should aid in helping keep the UIs functional for mobile.

Tailwind CSS appears to be a good choice for this, however it would require a lot of work to migrate all of the user interfaces over to this, and the HTML templates will become a bit harder to read.

I also see Bulma or Bootstrap as potential options
