* Convert make_deb.py to Python2 + Python 3
* Pass environment to make_deb and other helpers so that Python expect UTF-8 IO

Fix labels pointing to helper tools. (bazelbuild#32)

Do not override the path to helper tools in every test. Doing that
hid the fact that the paths were defined wrong in the rule.
