feat(dataset): Add a dataset prefix as the dataset item id #9997

Currently, the dataset item ID is generated randomly, which is unfriendly to manage.
Requirement:

Can set a prefix for every dataset, e.g.. prefix: LFS, dataset item id: LFS-0001, LFS-0002.
Can set the dataset item ID from CSV when uploading CSV
