Audacity hangs if the user is opening not fully synchronized project from the cloud #8004

Bug description
If a cloud project is not fully synchronized, then opening it from Audacity leads to a freeze.
Steps to reproduce
- Partially upload the project
- Delete the local copy
- Open "Open from cloud" dialog and open the project
- Observe "Cloud project incomplete" message
- Close the message, and try to open the project again
Expected behavior
Audacity should not freeze
