Current behavior:
Browser global objects can be used.

Expected/desired behavior:

• What is the expected behavior?
  Using browser global objects should result in a lint warning. This warning can optionally recommend using aurelia-pal.

This needs to be implemented for both eslint and tslint.
An exception to this rule should be added to the pal library.

• What is the motivation / use case for changing the behavior?
  Prevent issues such as ReferenceError: Element is not defined - nodejs-pal i18n#243.
