Description of the problem / feature request:

Using the @com_adobe_rules_gitops//gitops/prer:create_gitops_prs rule, we would like to be able to set a custom title / body pull request message.

Maybe we can add 2 optional arguments to this rule:

• -gitops_pr_title
• -gitops_pr_body

Bugs: what's the simplest, easiest way to reproduce this bug? Please provide a minimal example if possible.

Currently, there is the same default title and body set as: GitOps deployment <branch>

macOS (but this information does not matter for this change)
