Enable TimeInterpolatedPotential for a few more classes

After #453 and #493, time-interpolated parameters are still not supported for:
- `MultipolePotential`
- `MN3ExponentialDiskPotential` (need to move parameter transforms to C)
- `SphericalSplinePotential`
- `CylSplinePotential`
