What would you like to be added:
We have a make target that generates a changelog based off of the git tag state, the github issue and PR state, and associated labels. The last step is to incorporate the output into the gorelease process in the release pipeline.

Why is this needed:
Currently we are resorting to the goreleaser changelog generator, which is essentially a git log.
