The get briefing command no longer returns TAFs and METARs

www.aviationweater.gov moved the location of the datafiles - see https://aviationweather.gov/help/#url

file apps/src/main/java/com/ds/svare/utils/NetworkHelper.java will need to be update.

PIREPs are also not returned and have also been relocated on the website
