Schedule (Planned Maintenance) need to be (allowed to be) linked to specific components #4549
Description
Currently, schedules (planned maintenance) are just "system-wide" messages.
It would be really useful for them to be component-specific. They could be linked to any number of components (>= 0), covering:
0: generic disruption1: component-specific, planned maintenance> 1: network-level, segment-level or multi-tier planned maintenance
