Describe the bug

When using the upload interface, tags are placed in order:
tag1_tag2_tag3

However, the current pcap processor does not retain the order due to the use of set() to remove duplicate tags.

Expected behavior
Tag order should be retained.

• Version 24.10.0

How are you running Malcolm?

• [ Docker on Amazon Linux ]

Additional context
This does not affect Malcolm directly, but for custom pipelines that use the ordering of tags.
