EDIT: I seem to also get the exact errors in the alternative app, Vibe. I guess the TTS apps don't like Windows LTSC 2019.

Edit 2: Works on LTSC 2021.

I found the dxcore.dll online [wasn't on my system] but when I add it to either Handy's main folder or system32, I get the error in the image. The program simply won't run.
