vine, wq: add support for wrappers in the worker submission scripts #4098
Description
The use case is the wrapping script that sets the correct certificates for NDCMS. It would be helpful if we can add --wrapper and --wrapper-input to at least condor_submit_workers and vine_submit_workers.
