What happened:

I observed the following report (which looked odd given the PR content is rather minimal):

✅ Project coverage is 63.27%. Comparing base (93c57b6) to head (2dc47d6).
⚠️ Report is 1726 commits behind head on master.

What you expected to happen:

Code coverage should not be comparing changes from a small PR to the state of the repo in March 2021.

Alternative is removal: #7663

How to reproduce it (as minimally and precisely as possible):

Raise a PR that triggers the coverage report.

Anything else we need to know?:

I am not sure why the coverage report is comparing against this March 2021 commit, it's the same commit for all other PRs (including from project members), so it seems rather pointless?

UPDATE: See full investigation below, which is the best I could infer from information available publicly.
