this increases the memory available to the vm so the rkt build can pass Fixes #1958
this add libacl1-dev to scripts/install-common.sh so the rkt build passes Fixes #1958
this makes the Vagrant synchronized folder use rsync synchronization. The VirtualBox sync file system has an issue that makes mmap calls fail for files in syncronized folders (https://www.virtualbox.org/ticket/819) Fixes #1958 and #1875
