You may note that I have a fork of ddev-solr installed. That is in service of a PR I'm making to the addon, and I can assure you that it does not impact the issue described below.
Expected Behavior
I run ddev dotenv set .ddev/.env.solr --solr_base_image "solr:8.11" and would expect a helpful error message to tell me that the variable key does not accept underscores. and that if I'm trying to end up with a variable named $FOO_BAR my key should be foo-bar
Actual Behavior
I get this output
Error reading command flags: the flag must be lowercase and start with a letter, but received --solr_base_image

- in your ddev project run
ddev dotenv set .ddev/.env.solr --solr_base_image "solr:8.11" - Observe that the error does not let you know that underscores are the issue in your key.
