Generalize descriptor types for tools and possibly workflows #1468
Description
Currently for tools we have things like defaultCWLPath, defaultWDLPath, etc. For each new descriptor type we need to add more fields like this. We should find a way to generalize it so that for each it is easier to work with and add new types.
