• I am using the latest version of CEM

Describe the bug

When you exit out of Minecraft, the changes made the CEM's settings are removed and will revert back to the default settings
Seems to be because CEM isn't reading the cem.json config file

Expected behavior

The changes being set when you open Minecraft again

Desktop (please complete the following information):

• OS: Windows
• Java Version: Version 17
• Minecraft Version: 1.20.1

Additional context
Already did some testing if another mod that was causing the issue but having CEM isolated with Mod Menu and YetAnotherConfigLib, it shows that CEM is having issues

Also not sure if "Use 'assets/minecraft/optifine/cem/'?" being disabled by default is intentional or not
