CHECKPASS for normal users. Making the nick/account param for oper only.

Example:
If "Bob" is connected and authed to his account using a ZNC or something he can verify his password is what he thought it was... Useful in the event of trying to figure out which of the handful of passwords he used without issuing a reset.
