Add Stale Bot for PR Management

Some PRs stay open too long without updates. A stale bot could help us keep things moving.

✅ Benefits

• Highlights PRs that have been inactive for a while.
• Encourages action (review, update, or close).
• Helps shorten the life of inactive PRs.

⚠️ Concerns

• Need flexibility:

  • Option to turn off the bot for specific PRs.
  • Avoid auto-closing PRs we want to keep open.

• Prevent bypassing by just closing/reopening PRs.

Bot should support, not replace, better PR review processes. We still need to find a workflow to leverage the Project Board to highlight how PRs are prioritised, can be merged or what other still need reviewing.
