Current Behavior

In a standby mode cluster, when the follower becomes the leader, even though the previous leader has done a checkpoint, the new leader still scan and flush the data again.

Proposed Improvement

In standby node, the latest checkpoint ts is broadcasted, which can be utilized to avoid extra checkpoint.
