Is your feature request related to a problem?

Currently when using --dir-letter-limit with --dir-letter and --dir-letter-group folders with less than the set limit number or roms are still put into a letter directory. I feel like ideally these roms should just be placed in the parent directory instead of adding an extra step of having to go into a 2 - Z or whatever directory that then just contains all the roms.

This is also a issue in cases like on the pocket where some cores (neo geo) require roms to be in the root folder to work correctly.

Describe the solution you'd like

When the number of roms does not reach the set --dir-letter-limit, output the roms directly.
