How do we have reuse annotate add and maintain the SPDX declarations for a file but without ever removing human-readable license declarations? (The removal of those is something for people to do only after consulting with their Counsel; the tool shouldn't rip them out!)

The --no-replace option prevents removal, but forces the annotate tool to not maintain the SPDX annotations added by previous runs.
