In merging the elastic_constants branch I have reverted changes to start-taskmgr that changed quite a bit of how the mpi tasks were set up, and an integration with a "standalone python", which I also have not merged.

This issue is a reminder that we should look into how one is meant to queue up workflows where the ht_steps is implemented in, e.g., Python.
