Bug Description

TestPeerAuthN becomes flakey when Ambient Multi-Network is enabled. See, for instance, https://prow.istio.io/view/gs/istio-prow/pr-logs/pull/istio_istio/57644/integ-ambient-mc_istio/1979274167328968704 and other runs on that PR. Test skipped for now, should be re-enabled when fixed.
