[Docs]: "Directory Structure" page is missing _plugins directory #9894

Motivation
The _plugins directory has a special meaning in Jekyll, therefore it should be documented in the "Directory Structure" page.
Suggestion
Add a row to the table explaining what _plugins/ is and does.
