Description

This is a follow-up to #40696 to remove:

• Deprecated classes PasskeysConditionalUIAuthenticator and the related factory
• Deprecated feature passkeys_conditional_ui_authenticator
• Related test PasskeysConditionalUITest

Finally docs should be updated (Likely upgrading guide. Server admin guide probably does not need update as authenticator is already deprecated since 26.3.0 and not referenced in the documentation).
