Brute force protection: Successfully logged in user should not have to wait up to 5 seconds for event processing #11695

Describe the bug
Following KEYCLOAK-17002 , I think there is no reason for making a logged in user wait for the processing of the login success event.
Under heavy load, it penalizes "honest" users.
