Move import/export validation to the Property Mappers

Follow-up for #13113 issue.

After merging https://github.com/keycloak/keycloak/pull/25333, the validation of properties for Import/Export is done directly in the command classes. The validation checks, whether only `--file`, or `--dir` is specified. 

The validation might be done directly in the related property mappers.
