Describe the bug

If I create a user policy and select a user, the chip in the dropdown will show the id instead of the user name.

How to Reproduce?

1. Go to Clients -> realm-management -> Authorization
2. Policies -> Create client policy
3. Choose User policy type
4. Select a user from the dropdown

Dropdown shows user name, but chip shows id.
