Similar to #30796, but doing it for policy-enforcer and possibly rename to something like keycloak-policy-enforcer-tests.

For policy-enforcer, we can actually consider to move it entirely to keycloak-client repository as there seem to be only few tests, which can then be moved too (See #30807 for the details).
